It says that instead of attempts to rescue the captives, they should be killed - as it will save lives of those who might otherwise be killed or wounded trying to rescue them. It does not apply to civilians. What IDF did to Israelis (Jewish and not) killing nearly the entire kibbutz, was the same how it was done in the Middle Ages to a village infected by plague: instead of investigating who is Palestinian and who is Israeli (sick or healthy) simply eradicate the entire village. It is monstrously inhuman, barbarian. Now they are doing the same killing their own who are held as hostages in Gaza.

The film has its limitations for sure. I think it starts from the assumption that the 753 civilians killed were killed by Hamas unless proven otherwise. Seems to me the assumption should be the other way around.
